The Eurasian Forum on Seismology Engineering, Geotechnics, and Structure Dynamics "SEISMO-SIBGEOTEC-2021" was held in Novosibirsk from November 30 to December 2. It was conducted online at the ZOOM platform with a live stream on the INTERCONSTROY YouTube channel and with the additional publication of materials on the First Urban Planning Internet channel www.GRAD-INFO.TV.

The Eurasian Forum was organized upon the initiative of the Association of Siberian Geotechnicians (T-voSibGt-v) and the Eurasian SEISMO Association (EASA). The Central Research and Design Institute of the Ministry of Construction, Housing, and Utilities of the Russian Federation (CNIIP of Minstroy of Russia) and the Novosibirsk State University of Architecture and Civil Engineering (Sibstrin) participated in the forum organizing. The forum was held under the auspices of the Ministry of Construction, Housing, and Utilities of the Russian Federation.

The goals and objectives of the forum were as follows:
- Communication of specialists engaged in the study of natural phenomena and processes (geological, geotechnical, engineering-seismological, and geophysical surveys) with representatives of design and construction, engineering and design, and expertising.
- Discussion of the problems related to seismology, geo-engineering and engineering-geotechnical surveys, structural dynamics and antiseismic construction, with topical issues of foundation engineering and geotechnics.
- Organization of direct contacts between scientists and specialists; exchange of experience, as well as scientific, technical and commercial information.
- Development of proposals and recommendations of the professional community based on the results of discussions, and debates on improving the system of rating, technical regulation, standardization, and implementation of innovations.

About 350 specialists and researchers (more than 300 people every day) from 39 regions of the Russian Federation and 18 countries, i.e. Azerbaijan, Armenia, Belarus, Germany, Georgia, Israel, Kazakhstan, Kyrgyzstan, Mongolia, Poland, Serbia, USA, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, and Croatia, participated in the Eurasian Forum "SEISMO-SIBGEOTEC-2021".

The Forum was opened by Rustam Taganovich Akbiyev, Head of the Department of CNIIP of Minstroy of Russia, and Professor Leonid Viktorovich Nuzhdin, Chairman of the Association of Siberian Geotechnicians (T-voSibGt-v). The opening speech was performed by Corresponding Member of the Russian Academy of Architecture and Construction Sciences, President of the Eurasian SEISMO Association, Chairman of ROSSCOM, Professor Vladimir Lvovich Mondrus, and Advisor to the Russian Academy of Architecture and Construction Sciences, Vice-President of RSSMGFE, Professor Andrei Budimirovich Ponomarev. The participants of the forum were also greeted by the Vice-Rector for Scientific Activities of the Novosibirsk State University of Architecture and Civil Engineering (Sibstrin) Sergei Nikolaevich Shpanko.

Thirty half-an-hour key reports were heard presented by scientists and specialists from Novosibirsk, Moscow, St. Petersburg, Vladikavkaz, Arkhangelsk, Volgograd, Yekaterinburg, Irkutsk, Krasnodar, Krasnoyarsk, Kyzyl, Penza, Perm, Tyumen and Khabarovsk, as well as from Kazakhstan, Azerbaijan, Uzbekistan, Ukraine, Germany and Poland. More than 20 professors and doctors of sciences were among the authors of the reports. The sessions were moderated by R.T. Akbiyev, L.V. Nuzhdin, and A.B. Ponomarev.

The first day of the forum was devoted to the issues of setting up the foundations of antiseismic structures, seismic zoning, and analysis of current regulatory documents in Russia and other countries. Academic Supervisor of the Geophysical Institute of the Vladikavkaz Scientific Center of the Russian Academy of Sciences, Professor V. B. Zaalishvili presented a report on the topic “Seismic Hazard and Zoning (Regionalization) of the Territory: General Seismic Zoning, GSZ (GSR), Detailed Seismic Zoning, DSZ (DSR), Seismic Microzoning SMZ (SMR). Problems of Implementation." The topic of the report of the Deputy Director for Science of the Gersevanov Research Institute of Bases and Underground Structures, Professor O.A. Shulyatiev was "Design of Antiseismic Olympic Sports Facilities in Sochi." One of the organizers of the forum R.T. Akbiyev made a presentation "Analysis of the Standards of Russia, Kazakhstan, Assessment of Seismic Hazard, Taking into Account Soil Conditions for the Design Basics". President of the Uzbek Geotechnical Association, Professor A.Z. Khasanov presented a report on the topic "Experience in Using Vertical Reinforcing elements with a Shockproof Damper of a Sand Interlayer in the Soil Conditions of Uzbekistan". Vice-President of the Ukrainian Geotechnical Society V.S. Shokarev was a co-author of the report "Shockproof Screens for Depth Processing of Subsiding Soils".

On the second day, topical issues of geotechnical engineering, taking into account seismic effects in difficult engineering and geological conditions, with presence of weak and permafrost soils, were discussed. The report "Geotechnical Problems of Mega Projects in Difficult Soil Conditions in Kazakhstan and Russia" was presented by the President of the Kazakhstan Geotechnical Association, Vice President of ISSMGE of Asia 2009-2013, Professor A.Zh. Zhusupbekov. Vice-President of the Russian Society for Soil Mechanics and Foundation Engineering, Corresponding Member of the Russian Academy of Architecture and Construction Sciences, Professor R.А. Mangushev presented a report "The Influence of Pit Guard Railing on Additional Yields of Buildings in the Surrounding Development". Chairman of the Association of Siberian Geotechnicians Professor L.V. Nuzhdin was a co-author of the report "Analysis of Oscillations of Major Pile Fields Originated from Kinematic Excitation".

On the third day, reports were devoted to the dynamics of bases and foundations, as well as to other topical issues of foundation engineering. Vice-President of the Russian Society for Soil Mechanics and Foundation Engineering, Professor A.B. Ponomarev made a report “Assessment of the Thermal Conductivity of Thawed Soils for Predicting of Subsoil Deformation”.

A particular note should be given to the report of Professor G.G. Boldyrev "Assessment of Soil Liquefaction Potential". The reports of professors F.G. Gabibov, A.I. Polishchuk and M.B. Marinichev, A.L. Nevzorov, A.N. Bogomolov, S.A. Kudryavtsev, and A.M. Uzdin excited great interests.

Topical issues of seismic zoning were raised by M.A. Klyachko in his report; his another report presented the results of international conferences and webinars on antiseismic construction and an announcement of events planned for 2022.
